1 large whole onion, peeled but left whole
4 whole cloves
1 1/2 cups fresh carrots, cut up
1 cup celery, cut up
2 medium garlic cloves, smashed
4 sprigs fresh parsley with stems, plus more chopped parsley leaves for garnish
1 bay leaf
1 teaspoon dry thyme
1 teaspoon kosher salt
6 black peppercorns
2 quarts water
1 quart chicken stock
1 1/2 cups whole milk
4 tablespoons butter
4 tablespoons all-purpose flour
Dumplings
1 3/4 cups all-purpose flour
2 teaspoons baking powder
1 teaspoon kosher salt
1/2 teaspoon ground or chopped dry sage
4 tablespoons cold vegetable shortening
3/4 cup whole milk
